1991 Bonus License Plates

In 1991, each Vehicle Blisterpack included a bonus License Plate,
placed within its own plastic bubble, on the left hand side of the card.
There were 51 in total to collect, one for each state of the USA,
plus a separate license plate for Washington D.C.
